Nepal LDC graduation 2026: what apparel importers need to know

If you source — or are considering sourcing — garments from Nepal, one date matters: Nepal is scheduled to graduate from Least Developed Country (LDC) status in November 2026. Here’s what changes, what doesn’t, and why there’s a window worth planning around.

Why LDC status matters

Nepal’s duty-free access to the EU (Everything But Arms), UK (DCTS), and Canada (LDCT) flows from its LDC status — and, crucially, LDCs get lenient “single transformation” rules, so imported fabric still qualifies. Graduation changes the framework these preferences sit in.

The transition window

Graduation isn’t a cliff. The EU and UK grant a transition period that keeps duty-free access to roughly 2029. After that, access is expected to move to standard GSP schemes — which typically apply stricter “double transformation” rules of origin, under which imported fabric may no longer qualify.

What importers should do

  • Lock in duty-free EU/UK/Canada sourcing during the current window.
  • Plan ahead for the post-transition rules — discuss fabric-sourcing options with your factory.
  • Treat this as a reason to *start* a Nepal program now, not to avoid one.

Will Nepali garments stay duty-free in the EU after LDC graduation?
Yes — the EU’s Everything But Arms access continues through a three-year transition after graduation (to around November 2029 on the current schedule). After that, GSP or GSP+ is the route, which Nepal is preparing for.
Does anything change for UK buyers?
UK access is confirmed at 0% through the transition to at least 2029, and the UK has structured its scheme so garment exporters keep preferential access as their country develops beyond LDC status.
