Is a tank top classified as a T-shirt?

Usually yes: heading 6109 covers T-shirts, singlets and other vests. Note that 6105 (men’s shirts) excludes sleeveless garments, and 6109 excludes styles with a drawstring or ribbed hem, so a tank with a tightened hem may move to another heading. Confirm per style with your broker.

Bias binding or rib at the armhole?

Bias binding gives a flat, neat edge that suits fashion and relaxed tanks. Rib stretches and recovers, so it suits fitted and athletic styles. Both are specified by finished width, so put that on the tech pack.
